PRESS RELEASE: Panoway on Wayzata Bay Project Approved to Start Construction
Minneapolis, MN; March 3, 2020 – The City of Wayzata, in partnership with Three Rivers District, hired Stahl in December 2019 to perform construction management services for Panoway on Wayzata Bay, which is the new name of the Wayzata Lake Effect Project in downtown Wayzata. The initiative is focused on restoring the lakefront and enhancing infrastructure, including a public plaza that will accommodate increased pedestrian traffic, host community events, and ultimately serve as the community’s front porch to Lake Minnetonka.
The project will include pedestrian and roadway improvements on Lake Street between Broadway Avenue and Barry Avenue and an extension to the Three Rivers Park District’s Dakota Rail Regional Trail along the south side of Lake Street between Broadway Avenue and Ferndale Road. The project will also offer enhancements at existing railroad crossings, a new Plaza Park with public restrooms and shade structure, a water main replacement, and a water feature south of Lake Street at Walker Avenue.

Located on the north shore of Lake Minnetonka, Lake Street is home to thriving local businesses and residents, all of which will remain accessible during construction.
“Since beginning our work on this project, I have been moved by the vision for this project and the level of engagement we’ve seen from constituents, the City, and the Park District,” said Jessie Houlihan, President of Stahl. “We have worked diligently to create a phasing and site logistics plan that enables the Wayzata Lake Street businesses to capture their vital summer business season, as best as they can, while targeting completing the entire project in one construction season. The expanded project team has focused on developing the phasing and site logistics plan, extensive stakeholder engagement, and the market bidding strategy over the last quarter. The project was publicly bid in February and approved by the City Council because the results aligned with the budget. Now Stahl will work with the successful subcontractors and prepare to start construction in the spring of 2020.
